Sub-Committee Report on the YCBA Constitution

The Management Committee recently set up a Subcommittee to review the Constitution of the YCBA.

The Subcommittee has come to two main conclusions.

1. The Constitution will require considerable alteration in the light of the proposed EBU strategic changes likely to be applied
in about three years time.

2. It could be made much more democratic than it is at present.

There are also one or two non-controversial small items that need tidying up.

It was thought that it would be pointless to try to pre-empt the EBU by making changes heading towards the first objective at this
stage, but that it would be better to deal with item two in time to present the next AGM with the revisions and therefore to leave
the ground clear to deal with item one solely and separately in due course.

Over recent years, the constitutional differences between the - usually smaller - affiliated clubs which do not participate in the
Yorkshire League and those which do have disappeared. It is considered very desirable to continue the process of democracy
by involving those smaller clubs more in the election of officials of YCBA and hence in the policy and running of YCBA. The
amendments envisaged would also benefit those of the larger clubs who find it difficult to persuade members to attend the AGM.

It is proposed that Officers and Members of the Management Committee be elected solely by postal ballot. Each club would
be entitled to cast a number of votes for each competed position in proportion to the number of members of YCBA/EBU who
are members of that club.

The Subcommittee considered a suggestion that the election of Officers be limited to a fixed number of years or be subject
to rotation rules. We concluded that the danger of losing Officers, and not being able to replace them, was greater than the
benefits of periodic changes of personnel.
